Inverse Tangent Function

Description
Returns the element-by-element inverse tangent of value in radians, where value is a real or double-precision matrix. The elements of the result are between -pi/2 and pi/2.

Example
     atan([-1., 0, 1.])
returns
     [ -.785398 , 0 , .785398 ]
